Center to present suspension motion against TMC MP who snatched papers from IT Minister

The Center will move a suspension motion in the Rajya Sabha against TMC MP Shantanu Sen, seeking his immediate suspension from the House for his “intimidating” behavior towards another member of Parliament. There was a huge uproar and ruckus in the Upper House on Thursday after Sen snatched papers from Communications and Information Technology Minister Ashwini Vaishnav and tore them up as the minister was about to make a statement on the alleged espionage controversy using the Israeli spyware Pegasus.

The proposal is likely to be moved by the government through the Ministry of Parliamentary Affairs on Friday and a decision on it will be taken by the Speaker. Depending on the gravity of the offence, the Speaker may decide to suspend the MP for a day, a week or the remainder of the session. The government is also considering moving a breach of privilege motion against Sen, which could be a lengthy process and the complaint could be referred to the Committee of Privileges.

Members of the TMC, Congress and other opposition parties, which had earlier forced two adjournments of proceedings in the Rajya Sabha, rushed to the Well of the House as Vaishnav was called to make a statement on the issue. Sen snatched the paper from the minister’s hand, tore it up and threw it into the air. This restrained the minister from making the statement and he said that he was laying a copy of it on the Table of the House.

Deputy Chairman Harivansh asked the members to refrain from unparliamentary behavior before adjourning the House for the day. Harivansh said, “Please don’t follow this unparliamentary practice.” He said that the report which all MPs want to hear has now been laid on the Table of the House and it can be discussed.

He said the minister has laid the statement on the Table of the House and asked if the MPs wanted to ask him any question on it. But opposition lawmakers continued to raise slogans against the alleged espionage controversy.

In the ruckus, the Deputy Chairman sought to place the reports of the Parliamentary Committee which could not be placed in the morning due to opposition’s protest. Soon after, he adjourned the proceedings for the day.

A day after reports emerged that the Israeli company NSO Group was being targeted through surveillance using Pegasus spyware by journalists, political rivals and critics of the government, the minister made a statement on the House table.
