New Delhi: The Ministry of Electronics and Information Technology (MeitY) has proposed rules to enable Aadhaar authentication by entities other than government ministries and departments.

The proposed amendment has been placed on the website of the Ministry and comments are being invited from stakeholders and general public. “As part of its commitment to make Aadhaar people-friendly and enable better access to livelihood and services for citizens, the Ministry of Electronics and Information Technology (MeitY) has launched a new initiative to enable Aadhaar authentication by entities other than government ministries and departments. have proposed rules for the same,” said an official release.

Through an amendment to the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 enacted in 2019; Entities were permitted to undertake authentication if the Unique Identification Authority of India (UIDAI) is satisfied about their compliance with respect to the standards of privacy and security specified by the regulations and are either permitted by law to offer authentication services or a Seeks authentication for a specified purpose.

At present, government ministries and departments are permitted to carry out Aadhaar authentication under the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, in the interest of good governance, preventing leakage of public funds and promoting innovation and dissemination to enable. of knowledge.

“Now, it is proposed that any entity, other than a Government Ministry or Department, which is engaged in promoting livelihood and enabling better access to services, or using digital platforms for the purpose of ensuring good governance, or for the purpose of preventing wastage, intends to use Aadhaar authentication for social welfare benefits, or for enabling innovation and dissemination of knowledge, it shall make a proposition that the authentication sought is for one of the aforesaid purposes and in the interest of the State and submit it to the Ministry or Department concerned. Central Government in respect of Central subjects and State Government in respect of State subjects. If the Ministry/Department is of the opinion that the proposal submitted serves such purpose and the State If it is in the interest of the MeitY, it will forward the proposal along with its recommendation to the MeitY.
