Pawan Kheda said that PLA has taken advantage of the buffer area in this de-escalation talks by placing its best cameras on the highest peaks.

The Congress on Friday demanded a discussion in Parliament on the loss of 26 patrolling points on the LAC in Ladakh during the budget session and alleged that the status quo could not be restored even after 17 rounds of talks.

Citing the three-day annual conference of DGPs-IGPs, in which a detailed security research paper was presented for discussion, the Congress alleged that the Modi government’s rank towards China’s illegal occupation of India’s territory in the region Surprising facts about apathy came to light.

Addressing a press conference, the party’s media president Pawan Khera said, “India lost access to 26 of the 65 Patrolling Points (PPs) not earlier than May 2020, and later in the Galwan conflict where 20 bravehearts sacrificed their lives.

He said according to the paper “At present, there are 65 PPs from Karakoram Pass to Chumur, which are to be regularly patrolled by ISF (Indian Security Force). Out of 65 PPs, 26 PPs (i.e. PP No. 5-17, 24-32, 37, 51,52,62) have been lost due to restrictive or non-patrolling by ISF (Indian Security Forces). Later, China forces us to accept the fact that such Areas that have not seen the presence of ISF or civilians for a long time, the Chinese were present in these areas. This leads to a shift in the border under the control of the ISFs towards the Indian side and a buffer zone is created in all such pockets, eventually Control of these areas is lost by India. This ploy of PLA to grab land inch by inch is known as salami slicing.”

He said that the PLA has taken advantage of the buffer zones in this de-escalation talks and has placed its best cameras on the highest peaks and is monitoring the movements of the Indian forces. This peculiar condition can be seen in Black Top, Helmet Top mountains in Chushul, Gogra Hills in Demchok, Kakjung, Hot Springs and Depsang plains near Chip Chip river.

Khera said that according to the paper “by September 2021, senior officials of the district administration and security forces would smoothly patrol the DBO sector up to the Karakoram Pass (35 km from Daulat Beg Oldi), however, restrictions were imposed in the form of check posts . Indian Army is in DBO to prevent any such movement towards Karakoram Pass from December 2021 onwards as PLA had installed cameras and will immediately object to movement from Indian side if not informed in advance.”

The unfenced boundaries are serving as pastures for the nomadic community of Changthang area (Rebos) and given the lack of rich pastures, they would traditionally venture into areas close to the PP.

He alleged that the paper said: “Since 2014, restrictions have been imposed on the grazing movement and areas on Rebos by the ISF and this has caused some resentment against them. Troops specifically deployed to stop the movement of Rebos which can be objected by PLA and similarly development work in border villages like Demchok, Koyul which are under direct electronic monitoring of PLA as they are victims. Raise objections immediately.”
