The speculation is due to the peculiar situation arising out of the fact that the CM is not a member of the state assembly. He is currently the Lok Sabha MP from Tehri Garhwal, and needs to win an assembly seat by 10 September to continue as chief minister.
Normally he could enter the assembly by winning by-elections. However, the assembly elections are expected to be held early next year, and the former Congress Minister Nav Prabhat recently cited the provisions of the Representation of the People Act and said that if the elections are scheduled within a year, then the by-elections cannot be held. Nav Prabhat claimed that this would leave the BJP with no option but to change the CM of the state again before the assembly elections.
Rawat was in Ramnagar till Tuesday to attend the party’s ‘Chintan Shivir’, a three-day brainstorming session for the upcoming assembly elections, and returned to Dehradun only after getting a call. He canceled his appointments for the day and left for the national capital.
When asked about the Delhi tour, Rawat said, “Since we had a three-day brainstorming session in Ramnagar, I am going to discuss the findings in detail with senior party members.” When asked about the debate on the bypolls, the CM said, “The party leadership will decide on that.”
Meanwhile, when contacted, Nav Prabhat said that he does not want to comment on the Chief Minister’s visit to Delhi as it is an internal matter of the party. He said, “I’m waiting Election commission To announce its decision in this matter. But this attack seems sudden.”
State government spokesperson Subodh Uniyal said that not much should be read about the Chief Minister’s visit to Delhi. “Delhi visit is not a big issue. Such visits of party leaders are frequent but some people are trying to exaggerate it unnecessarily. On the bypoll deadlock, Uniyal said, “It is the responsibility of the government to inform the Election Commission about any vacant constituencies and after that the Election Commission takes a decision on the issue. We have duly informed the Election Commission.”
At present, two assembly seats in the state, Gangotri and Haldwani, are lying vacant. The Gangotri seat fell vacant after the death of BJP MLA Gopal Rawat on April 22, while Congress MLA from Haldwani, Indira Hridayesh, died on June 13.
