The Telangana government has claimed that the bills are pending approval since September 14 last year
The political standoff between Telangana Governor Tamilisai Soundararajan and Chief Minister K Chandrasekhar Rao escalated as the state government moved the Supreme Court over “inordinate delay” by the governor in clearing pending bills.
In its plea, the Telangana government has stated that it is constrained to approach the court under its extraordinary jurisdiction conferred under Article 32 of the Constitution. India “In view of a very constitutional impasse caused by the refusal of the Governor to act on several Bills passed by the State Legislature.” It was claimed that the bills are pending for approval since September 14 last year. The governor has been named as a respondent.

The Bharat Rashtra Samithi (BRS)-led state government also alleged that despite the governor providing clarifications sought earlier, the bills are pending in complete violation of constitutional norms.
The Constitution did not envisage providing for parallel administration within the State by allowing the Governor to go against the advice of the Council of Ministers. The petition states that even Article 200 does not confer any independent discretion on the Governor as was evident from the discussion in the Constituent Assembly.
in an interview given to cnn-news18 Earlier, Sundararajan talked about the pending bills and lashed out at the BRS, formerly known as Telangana Rashtra Samithi (TRS), for “undermining his office”.
“They have been disrespecting this office for the last three years. I am not sitting on bills. I am evaluating them how it will be useful for the people, how transparency will be maintained. The governor has the right to access and evaluate any bill. The Constitution does not say that there is any time limit for giving my assent to the Bills. I need some time to look at Bill and how he is still acting this way despite repeatedly telling him the same thing. Is this the right way to react?” the governor had said.
