Baghel filed his nomination minutes after Samajwadi Party (SP) chief Akhilesh Yadav submitted his nomination papers.
The minister is a four-time MP and was earlier a cabinet minister in the UP government, handling the animal husbandry, fisheries and minor irrigation portfolios.
Voting will be held in Karhal on February 20 in the third phase of the seven-phased assembly elections in the state.
