BENGALURU: Celebrating 100 years of the Conference of Speakers, coinciding with the Platinum Jubilee of Indian Independence, 75 different programs on Parliamentary Democracy will be organized in different parts of the country. Lok Sabha speaker About Birla Said on Saturday.
“This year the tradition of holding Speakers’ Conference is completing 100 years. The first such conference was held in Shimla in 1921 and after 100 years, the conference is being held again in Shimla.” Birla told reporters.
He said that the participants will discuss issues related to parliamentary democracy including the objectives achieved in the last 75 years.
“With this, we are planning to organize 75 different programs in different parts of the country, involving the smallest but most important and responsible institution of democracy, which is Parliament, Municipal Corporations, Legislative Assemblies or Gram Panchayats for Panchayats. It is,” said Birla.
The Chairman said that this is also the centenary of the Public Accounts Committee (PAC). An important international conference in this regard will be held in New Delhi on December 4 and 5.
“The President, the PAC President, its members and PAC Presidents from other countries will participate in the conference,” Birla said.
Birla said there will be programs to increase the participation of youth and women in assemblies, parliament and other democratic institutions. He said there are plans to organize an international meeting on the participation of youth and women in the democratic process.
Birla said the sole objective of the programs is to strengthen democratic institutions, make them accountable and prepare an action plan for running the House. “We will give an advisory on the Standard Operating Procedure (SOP) for running the House in the lowest level institutions, which the states can follow,” he said.
Speakers of the Assembly will organize such programs in their respective states also.

Referring to the Anubhav Mandap established by a 12th century social reformer basaveshwar “The foundation of the oldest democracy was laid in Karnataka. That’s why we say India is the mother of democracy,” Birla said at Basava Kalyan in the state’s Bidar district.
He said that he was not talking of post-independence democracy, but a democracy that was always rooted in the actions, behavior and thoughts of Indians.
The President said that the Panchayati Raj system is a symbol of democratic values, which was followed by every villager.
Describing the ruckus and disruption in Parliament, assemblies and other councils as a matter of concern, Birla said that there was widespread discussion among the speakers and leaders of various political parties for the respectful behavior of the members in the House.
“We will once again discuss in Shimla how to maintain the discipline, dignity and decorum of Parliament and assemblies,” Birla said.
Replying to a question about the late night sessions, the Speaker said that there has been an increase in the productivity of the proceedings in the last five sessions.
“Despite the prevalence of COVID-19, our members sat in the House till late in the night and proceeded beyond the stipulated time. During the fourth session, the members remained in the House till late night. Productivity was 167 per cent and members’ participation was up. We Want a similar environment whether it is in Parliament, in legislatures, panchayats or city councils,” he said.
Birla said that a database of important discussions held in Parliament and assemblies would be prepared in Hindi and English in six months so that the library could be linked in Parliament for capacity building of members in elected bodies.
“We are creating a platform where our legislatures can access the database by name or subject,” Birla said.
On the question of discussion on ‘one nation, one election’, he said that many assemblies tried to discuss and Karnataka is one of them.
