The second phase of the budget session of Parliament will begin from today. It will run till 6 April. There will be a total of 27 sittings in this session, which is resuming after a month-long break. Earlier, Rajya Sabha Chairman Jagdeep Dhankhar called an all-party meeting in New Delhi on Sunday to ensure the functioning of the House.

Let us inform that the first phase of the session started with the President’s address on January 31, which lasted till February 13. In which 10 meetings (excluding holidays) have been held, in which 4 times the House had to adjourn the proceedings of Lok Sabha and Rajya Sabha due to uproar. Meanwhile, the memorandum of thanks on the President’s address and the Union Budget 2023-24 were discussed.

Opposition will continue to demand JPC on Adani case
In the second phase of the budget session, the priority of the government is to get maximum number of finance bills passed. At the same time, the opposition may once again continue with the demand to form a Joint Parliamentary Committee (JPC) on the Hinderberg report on Adani, including the arrest and action of central agencies on the leaders of BJP’s rival political party.

Before the start of the second phase of the budget session on Monday, at around 10 am, the opposition parties will hold a joint meeting in the office of Mallikarjun Kharge, the national president of the Congress in the Rajya Sabha. At the same time, Congress MPs will gather at around 10.30 am to chalk out a strategy for the session.

35 bills pending in parliament
According to the bulletin received from Lok Sabha-Rajya Sabha, there are a total of 35 bills pending in the Parliament. Of these, 9 bills are to be introduced in the Lok Sabha and 26 in the Rajya Sabha. Bills are less likely to be discussed and passed in the first phase of the session. However, several important bills can be introduced in the second phase of the session.

Of the 26 bills pending in the Rajya Sabha, three have already been passed by the Lok Sabha. These include the Inter-State River Water Disputes (Amendment) Bill 2019, the Constitution (Scheduled Tribes) Order (Third Amendment) Bill 2022 and the Constitution (Scheduled Tribes) Order (Fifth Amendment) Bill 2022.
