What was the order of the High Court?
The Manipur High Court had on July 7 heard a PIL seeking lifting of internet ban in the state. Justice Ahanthem Bimol Singh and Justice Guneshwar Sharma ordered the state government to allow internet access to those who have leased lines and fiber optic connections.

Not only this, in view of the current situation, the court had also ordered to test internet restoration on the ground. The court also sought a report in this regard and fixed July 25 as the next date of hearing.

Against this, the state government’s lawyer Kanu Aggarwal reached the Supreme Court on 14 July. He applied for urgent hearing on this. A bench headed by CJI DY Chandrachud then gave the date of July 20.

Separate case related to violence in Supreme Court, hearing was held on July 10

On July 3, a hearing was held in the Supreme Court regarding the violence before the petition for internet ban in Manipur. Army protection was demanded by the Kuki community. Only after this, the court sought a status report on the violence in the state within a week.

It was heard again on 10 July. During the hearing, the Supreme Court had said that it cannot take the law and order of the state in its hands. The court made this remark on the plea of Advocate Colin Gonsalves of Manipur Tribal Forum, Delhi.

These arguments were discussed …

1. Manipur government submits status report
Solicitor General Tushar Mehta presented the status report of the State on behalf of the Government of Manipur. In the last hearing, the court had ordered him to submit the report. SG Mehta said- We are present here for the people of Manipur. The petitioners should take up the matter with utmost sensitivity, as any misinformation can further worsen the situation in the state. Due to the efforts of the state and the government, the situation is becoming normal.

2. The court handed over the report to the lawyers, said- give concrete suggestions
The Supreme Court handed over the report to Manipur Tribal Forum’s lawyer Gonsalves and said- You read this report once. Give us concrete suggestions. We will pass on your suggestions to SG. Let them also think.

3. Lawyer said- SC commented against all cookies in Manipur
Advocate Gonsalves said – Everyone in Manipur is against the Kuki community. On this the CJI said- We do not want this court to be used to incite the ongoing violence in the state or to increase the existing problems. We do not run the security system or the law and order. Let us know if you have any suggestions. This is an issue related to humanity.
