Rajni Gautam, daughter of Madhya Pradesh Legislative Assembly Speaker Girish Gautam… niece of Higher Education Minister Dr. Mohan Yadav’s niece Pragya Yadav… all their children and relatives were recruited as assistant professors in Pandit Shambhunath Shukla University of Shahdol Huh. The university administration has recruited many times more capable unemployed people than them. Not only this, many more recruitments have taken place in the same way, whose relation is with the people associated with power.

Pandit Shambhunath Shukla University of Shahdol, which came into existence 6 years ago, has created a ruckus over the recruitment of assistant professors. Many deserving applicants are making allegations of rigging. They claim that instead of the merit of the selected candidate, the children of the leaders prevailed over the eligible participants. There is a preparation to challenge this rigging in the appointment in the High Court.

When Dainik Bhaskar investigated the recruitment process of 68 assistant professors in this university, many flaws were found.

24 appointments instead of 48
Roster rules including UGC (University Grants Commission) Regulation 2018 and University Ordinance 2016 were not followed at all. The university has made 24 appointments against 48 posts for 14 departments. Interviews were not conducted for 20 posts of Physics, Chemistry, Hindi and Zoology. All the applicants were called in the interview for the recruitment of the favourites.

An expert in mathematics for electronics was made to sit in the interview panel. Means Mathematics expert Prof. posted in Rani Durgavati University. Dr. Mridula Dubey interviewed the applicant of Electronics, while according to the UGC rules, it is completely against the rules. Understand how the recruitment process was rigged

The list of the members of the Expert Committee is sent to the Raj Bhavan two to three months before the interview call for the recruitment of Assistant Professors in the University. In this committee, a member is nominated by the Raj Bhavan. Two members are nominated by the Vice Chancellor. Ramshankar, the current Vice Chancellor of Pandit Shambhunath Shukla University, has taken over on August 12, 2022.

List of members of the Expert Committee Former Vice Chancellor Prof. Mukesh Tiwari had got approval from Raj Bhavan, but before the interview, Ramshankar changed the members of the expert committee. The members nominated by the Raj Bhavan were the same, but the Vice-Chancellor changed the remaining two members and included his special ones. One member in this was Dr. Alkesh Chaturvedi, Registrar of Sanchi University. He is a resident of Jabalpur and is special to the Vice Chancellor. His big role is being told.

Teacher teaching for 22 years became suitable for nun

Dr. Pankaj Srivastava, Guest Faculty (Guest Teacher) of Mathematics at Pandit Shambhunath Shukla University, has been teaching Mathematics (for 22 years) since the University came into existence. He is responsible for everything from paper making to copy checking. He also applied in EWS category. His academic score is 86. He is PhD, NET qualified. 5 research papers and books have also been published.

There were also 4 posts to be appointed for Mathematics. There is one post each for ST, SC, OBC and EWS. He was not appointed. None of the 20 applicants from the EWS category were appointed. It was written about all of them from the expert committee that they are suitable for nuns, while Dr. Sharad Kumar Barve has been selected in SC category and Ruchi Singh in OBC category.

Now let’s know what the UGC 2018 regulation says

The Regulation-2018 for the recruitment of teachers in universities and colleges is uploaded on the UGC website. As per UGC regulation, NET and PhD are mandatory for the recruitment of Assistant Professor. In any recruitment, the first step is to screen the applicants according to their academic scores. After this, it is mandatory to publish the merit list of academic score on the website of the university. Then according to the terms of the advertisement top 12 applicants against a post were to be called for interview.

There is a provision in PSC that interview marks should not be more than 15 percent in comparison to academic score, otherwise there is a possibility of dishonesty. The marks obtained in the interview are also to be published on the website of the University. After this, the final merit is prepared by combining academic and interview scores. This merit list also has to be published on the website of the university. Then, according to the reservation roster, there is a provision to fill the top scorer applicants according to the post of General, then OBC, SC and ST.

All the applicants were called in the interview without taking out the corrigendum.

The advertisement was taken out on 18 November 2021. It is written that only top 12 people will be called for a post. All the candidates were called without taking out the corrigendum. This advertisement is in violation of the condition. In fact, out of the 24 candidates who have been selected in the university, most of them were out of top 12. Many were not even in the top 30.

In order to include the favorites in the recruitment process, instead of the top 12, all the applicants were called for an interview. If this had to be done then a corrigendum should have been issued first. It was not even notified. When the interview was held for 48 posts, then why only 24 of them were appointed. There was no interview call for 20 posts of four subjects Hindi, Chemistry, Physics and Zoology.

Everyone joined in the morning on the third day of the interview.

The interview started on 7th November at 9 am. All applicants had to show PPT (Power Point Presentation) of 10-10 minutes. After this, the members of the expert panel had to answer. The interview process went on till 11 pm. The applicants claim that the members of the expert panel were in such a hurry that they did not see the PPT of many people. On giving correct answers to four to five questions and giving one wrong answer, they were made to go on saying what will you teach the children. Only the selected candidates were given sufficient time.

The next day of the interview was a holiday on 8th November. On the same day, a meeting of the Working Council was called in a hurry. In this also the quorum was not completed. AD Riva Pankaj Srivastava was the only external member in the working council, he has also made a comment about not completing the quorum. Apart from this, the names of the selected members of the Executive Council were sealed by calling the Vice-Chancellor and the Dean of the University. Joining was done to all the selected applicants at 10.30 am on 9th November.

54th number applicant selected in rank, third number applicant out

Dr. Rajesh Kumar Ahirwar, the applicant involved in the recruitment process, has lodged an objection by giving a letter to the Vice-Chancellor alleging rigging and irregularities in the entire selection process. Apart from this, he has also imposed 4 RTIs. They Daily newspaper Talking to said that I had applied for economics. My API score is 74. The API of Anjani Kumar Suryavanshi who has been selected is 44. He is at number 54 in academic rank. I was on number three. Even if I had got minimum marks in the interview and Anjani had got full marks, I would have got selected. Well mine didn’t happen, none of the other two people above me in API scores did. Even in Top 20 or Top 50 no applicant was found eligible.

anjani is my classmate so i know everything

I have so much information about Anjani because he has been my classmate and friend. In the entire recruitment process, even two-four people have not been recruited as per rules. I am going to the High Court. Information has been sought from RTI, which has not been received yet. Now I will get this information through the court by putting an affidavit. Claimed that if the selection is fair then what is the problem in making the list public. Not only this, there was no member of the SC-ST category in the working council from which the appointments were approved. Favorites have been recruited by arbitrarily excluding the eligible participants. The Anjani Suryavanshi who was admitted has three children. As a rule, such an applicant cannot be recruited.

In the interview, I carry my documents including research papers by filling two bags.

Dr. Nitin Saharia, living and teaching in Anuppur Kotma, is originally from Narmadapuram. He had applied for the History subject. In the History subject, there were two general posts, one each for ST and OBC. Dr. Nilesh Sharma and Dr. Sushma Netam were selected. According to Dr. Nitin Saharia of Temporary Professor Sangharsh Morcha, his slat is PhD. Has 22 years of teaching experience. 4 books have been published. 58 articles have been published in Kovid itself. Have done 50 seminars. More than 60 research papers have been published, whenever I go for an interview, two bags are filled, but I could not live up to the merit scale of the university.

What qualification was the Vice Chancellor looking for? I have written letters to the Governor, Chief Minister, Prime Minister, even the Chief Justice of India against the university selection process. After all, how Rajni Gautam, daughter of Vidhansabha Speaker Girish Gautam, Pragya Yadav, niece of Higher Education Minister Dr. Mohan Yadav and close people Dr. Munish Negi, Shubham Yadav and Jitendra Sen got selected despite their low API scores. Poornima Sharma and close friend Nilesh Sharma, who had done PhD under Vice-Chancellor Ramshankar himself, were selected.

Everything happened as per rules: VC

University’s Vice Chancellor Ramshankar Mishra told Dainik Bhaskar that all the appointments have been made under UGC Regulation 2018. Our ideal roster was found in the Gazette. The government had published it, it has also followed it. We have had 24 appointments in 48 posts. In this, 14 are of reserve category. Remaining appointments are underway. Apart from 24 out of 48 posts, the selection committee has written ‘none for suitable’ on the rest. It has General Reserve Posts. The meaning is that now they are empty. These will be filled later. It is clearly written in the UGC regulation that the selection committee will decide how the mark sheet will be prepared. Fewer applicants could be called for short listing through academic score, but that is not a merit list.

People of both BJP and Congress party are raising questions on the recruitment process of assistant professors in the university. Kailash Tiwari, a senior BJP leader from Shahdol district, has alleged that the entire selection process itself is tainted. Even before the selection, the news about the selection of Dr. Poornima Sharma, close to the Vice Chancellor, had come in the newspapers. In the end it proved to be true. On the other hand, NSUI protested by gheraoing the university alleging rigging in the appointment of assistant professors.
