Dawood Ibrahim, the most wanted gangster in the world, wanted to build a base in Rajasthan between 1990-95… but could not.
There was a big conspiracy to blackmail girls of a famous school in Jaipur through obscene photos, which failed.
The 3 Khalistan supporters who kidnapped the son of Union Minister Ramniwas Mirdha had fled to Switzerland but had to come back.

There was only one person who exposed these three cases – Hukum Singh…Many of you may have never heard of his name. There is a valid reason for this, because even his close relatives did not know about the work done by Hukum Singh.

Hukum Singh, who started his career as a pilot in the Air Force, is now practicing law in the High Court, but apart from being a pilot and a lawyer, Hukum Singh also has another identity… a spy. He worked as a detective for 40 years of his life.

In 2005, Singh was also honored by the then President Dr. APJ Abdul Kalam for 40 years of intelligence services.

Bhaskar spoke to Hukum Singh, in which he told about many interesting and shocking cases of his career.

Bhaskar: You were a pilot, how did you become a spy?

Hukum Singh : I used to study in commerce college of Jaipur. In 1980, I was selected in the Air Force through NCC Air Wing. There I became a pilot first and later a flying instructor. My job as a flying instructor was to prepare trainee pilots. From there I got a chance to join the Intelligence Service attached to the police.

Bhaskar: How were three Khalistan supporters caught who kidnapped Rajendra Mirdha, son of Union Minister Ramniwas Mirdha in 1995?

Hukum Singh : When the son of Union Minister Mirdha was kidnapped, the then Chief Minister Bhairon Singh Shekhawat and the Central Government constituted many teams for this case. I was also in one of those teams. Mirdha was abducted by people associated with the Khalistan Liberation Force (KLF). A Khalistan supporter Navneet Singh Kadia was killed in a police encounter in Jaipur, but three of his accomplices Daya Singh Lahoria, Harnek Singh Bhap and Suman Sood managed to escape. A friend and I searched for all three of them for six months. We spied here and there, only then we got hold of a word. That word was Nikku Da Dhaba.

Bhaskar: What was this Nikku’s Dhaba?

Hukum Singh : No one knew about this dhaba. After many days of efforts, a lead was found that this dhaba is somewhere on the Jaipur-Delhi highway. Sitting on a scooter, I went very slowly for 270 kms and looked at each and every dhaba. Nikku Da Dhaba was not named on any dhaba.

During the same time a dhaba was found, whose owner was Sardar Bachhattar Singh. One of his sons was named Nikku, hence the truck driver and others called the dhaba Nikku Da Dhaba. All the three Khalistan supporters were in contact with this Dhaba owner.

To gather clues about those people, me and one of my friends started working as a cook in that dhaba. No one should doubt us, so we told ourselves from Gurjar family. Actually, a false history of a Gurjar family was prepared. Learned all the customs and culture related to Gujjars. With the help of an elderly person from Gurjar community, we got a job at a dhaba.

While working at the dhaba, collected small information for several days. One day a big lead was found when it was found that all the three Khalistan supporters were hiding in Switzerland. We collected necessary documents, phone records etc. After our information, central investigative agencies including Rajasthan got activated and all three of them were brought to India through Interpol from Geneva.

Bhaskar: In your career, there is a case related to Dawood Ibrahim, who also had connection with Jaipur, tell about it?

Hukum Singh : Between 1990 and 1995, Dawood Ibrahim wanted to set up a hide out and foothold outside Mumbai in Rajasthan. For this, he had made preparations to buy two famous hotels located in Jaipur Parkote. The names of these hotels are Laxmi Mishthan Bhandar (LMB) and Hotel Pinkcity. When we broke this information, the government directly intervened and stopped the sale of the hotel, otherwise Jaipur would have become a den of Dawood.

Bhaskar: Did you take action against Dawood’s right hand Chhota Dawood as well?

Hukum Singh : Dawood Ibrahim’s right hand Chhota Dawood was running his hideout in Pratapgarh (in southern Rajasthan). Chhota Dawood was also smuggling opium in Mandsaur (Madhya Pradesh), Chittorgarh-Pratapgarh (Rajasthan). Two truckloads of weapons had arrived at his hideout from Kandla Port in Gujarat. We traced his whereabouts and took action. At that time, we had gone to that area in search of Khalistani supporter Paramjit Singh, but luckily found the address of Chhota Dawood’s hideout.

Bhaskar: An obscene photo scandal like Ajmer was linked to a renowned school in Jaipur, which you investigated?

Hukum Singh : An obscene photo blackmail scandal was also taking birth in Jaipur. We found this out in time. Due to which it could not take a very dangerous form. There was a photo studio near the Polovictory cinema from where the plot was being executed.

Bhaskar: You also spied in some cases related to illegal religious conversion and love jihad. Does this really happen? Where does its funding come from?

Hukum Singh : Illegal conversion and love jihad is a bitter truth. Large activities of Christian missionaries are going on near Jaipur itself. In the year 1990-92 also, an American organization was doing this work near Jaipur. That organization is still working in Jaipur. In the tribal areas of Rajasthan, these people used to induce people to convert. A woman associated with an organization came in contact with me, who offered me to become a Christian, and my ears perked up. Then I had given a lot of information to the state government, but at that time it was not taken very seriously at the state government level, but the same information was taken seriously by the Central Intelligence Bureau (IB) and was able to stop many activities of those organizations. Got success.

Similarly, nowadays the work of love jihad is being done. Funding for this work is done especially from the Gulf countries. Also running in Jaipur and Rajasthan. We had opened some cases. Still running. Young boys are being given special training and money for this work. The boys who are riding motorcycles and do nothing. Money sent to them from the Gulf is called the Petrodollar. This work is also being done by creating fake IDs on social media. The government should pay attention to this.

Bhaskar: You have also given self-defense training to girls in schools and colleges. Is there any such method in martial arts, in which the enemy can be controlled even without weapons?

Hukum Singh : Yes, of course, there are such techniques. I have been a student of the Gochuyu style of karate. In this art, even without a weapon, I can attack many places on someone’s body, due to which the person can become unconscious, paralyzed or even die. This technique has also been shown in some films.

Bhaskar: Apart from India, did you carry out any mission abroad?

Hukum Singh : I have been under UN mission in Africa and Europe in places like Sudan, Bosnia, Herzegovina.

Bhaskar: Do governments, politicians and top officials take the information received from spies seriously?

Hukum Singh : Our Intel (First Information) happens in A, B and C grades. A grade information is never taken lightly. Let me give you an example regarding the riots in Jaipur after the demolition of the Babri structure. When the Tibrewal Commission investigated those riots, then this information of ours was considered most important. This saved the life of the intelligence unit. That information was recorded in our register. We had given this information to our higher officers. This was A grade information at an elementary level.

Similarly, the son of Ganpat Singh Bakhasar, who was once a gold smuggler in western Rajasthan, was married in Jaipur. More than 60 gold smugglers were going to come there. We had to collect their details, photos, videos. We collected them. That information also came from Jodhpur at the initial level. He was not taken lightly. A huge gathering of gold smugglers was busted by our team. There were no cameras or recorders then. Neither were there mobiles like today, so this task was very difficult.

Bhaskar: Do you see any impact of the Khalistan movement, which is showing color again in Punjab, on Rajasthan as well?

Hukum Singh : Absolutely can have an effect. Rajasthan is the neighboring state of Punjab state and our borders are also adjacent to Pakistan which gave air to this movement. Even today our army, BSF and other agencies make a lot of efforts, yet there is a lot of pressure on the western border for smuggling of fake notes, drugs and weapons. Terrorists come by digging tunnels from under the barricades.

A lot was coming from Kandla Port Gujarat then via Madhya Pradesh and Rajasthan. Even now the possibility of such a route cannot be ruled out.

The threats of what is happening in Punjab are being heard here. However, our agencies will not allow them to succeed. Along with this, when the governments of the parties of irresponsible politicians are formed, then such anti-national movements arise. You are getting my point.

Bhaskar: Now you are retired. What are you doing these days?

Hukum Singh : I have retired from service, not from duty. Even today, when I feel that there is a need to serve the country, I do work. At present I am working as an advocate in the High Court.

Bhaskar: What message will you give to the youth, how is the career of intelligence service?

Hukum Singh : It’s a wonderful career. There are many dangers, but for those who love the nation, it is the best service. The youth should come forward for this.

Doctorate done on the books written by Singh

Hukum Singh has also written six books. In these, Awaz e Jamir, Nath sect history and philosophy, Vrikkavansh Charitam, Agnipushp, Jamir ki Madhushala and its story have been published. Two books are in the process of publication. Out of these, four researchers have also done doctorate on the book related to Nath sect. Singh’s family also belongs to the Nath community.
