- Parliament Winter Session All Party Meeting Update; Adhir Ranjan Chowdhary, Rajnath Singh

The all-party meeting was held on the first Tuesday of the winter session of Parliament beginning on December 7. It was attended by Defense Minister Rajnath Singh, Piyush Goyal, Parliamentary Affairs Minister Pralhad Joshi, DMK MP TR Balu, Shiromani Akali Dal’s Harsimrat Kaur Badal and Congress leader Adhir Ranjan Chowdhary along with many other big leaders.
In this meeting, the opposition parties demanded a discussion on rising prices, unemployment and EWS quota. Congress President Mallikarjun Kharge raised the issue of appointment of Election Commissioner in a day. TMC leader Derek O’Brien said the opposition should be allowed to raise their voice during the session.
This will be the last session of Parliament in the old building. After this, the session of Budget 2023 will be held in the new building of Parliament.
Dhankhar will preside over the Rajya Sabha for the first time
A day before the commencement of the session, the Rajya Sabha has issued a code of conduct for MPs. On the first day of the session, tributes will be paid to the MPs who have passed away between the two sessions in the Lok Sabha. Mulayam Singh Yadav of Samajwadi Party died in October due to prolonged illness. In this session, Vice President Jagdeep Dhankhar will preside over the Rajya Sabha for the first time.
BJD raised the demand for women’s reservation
During the all-party meeting, Biju Janata Dal demanded to bring a bill for women’s reservation. On the other hand, Shiv Sena’s Eknath Shinde’s camp demanded that the Population Control Bill should be passed in the winter session. Aam Aadmi Party leader Sanjay Singh said that there should be discussion on old pension scheme and MSP for farmers’ crops.
Himachal Pradesh and Gujarat election results will come
It is believed that the government may bring 16 new bills during this winter session. The same Congress is preparing to corner the government on many other issues along the India-China border. The results of the Himachal Pradesh and Gujarat elections will come the very next day after the commencement of the session. It is possible that on the basis of these results all the parties attack each other. However, in the exit polls that came out on Monday, the BJP is getting an edge in Gujarat.
At the same time, in the exit polls of Himachal Pradesh, people were inclined towards BJP instead of Congress.
India-China border dispute is unresolved
Congress Party General Secretary Jairam Ramesh had recently said that during the coming winter session, the party will raise questions on the economic condition of the country, the weakening constitutional institutions and the reservation brought for the economically weaker sections. Jairam Ramesh said that there has been tension between India and China for the last 22 months. In Parliament, the party will seek answers from the government regarding this.
Along with this, the Congress party will also raise questions during the winter session regarding rising inflation, falling rupee value against the dollar, declining exports and rising GST rates.
Congress is against three bills
On the other hand, out of the 16 bills listed by the government, the Congress party is strongly against three. Congress says that Biological Diversity Amendment Bill 2021, Multi State Cooperative Society Amendment Bill 2022 and Forest Conservation Amendment Bill 2022 should be assigned to standing committees. In the present form these Bills cannot be discussed and the Congress Party does not support them.
It is believed that due to Bharat Jodo Yatra, Rahul Gandhi will not be present in the winter session. Among the 16 bills listed by the government, there is a National Dental Commission Bill, under which a National Dental Commission will be formed by abolishing the Dental Act of 1948. Under the National Nursing and Midwifery Commission Bill, the Ministry of Health wants to bring the National Nursing and Midwifery Commission.
With this, the Indian Nursing Council Act of 1947 will be abolished. Apart from this, the government is preparing to bring Cantonment Bill 2022, Old Grant Regulation Bill and Coastal Aquaculture Authority Amendment Bill.
This Will Probably Be the Last Session in the Old Building
Apart from this, this winter session will be the last one in the current building of Parliament. After this, there will be a budget session in the year 2023, which will be the first session in the new building of Parliament. The first session of the year begins with a speech by the President addressing the members of Lok Sabha and Rajya Sabha.
